Building Energy Efficiency Certification
Purpose
KEA assesses and certifies energy efficiency of buildings in terms of energy consumption and CO2 emission in order to improve energy efficiency.
History
- Implemented certification program for apartment buildings (The Ministry of Industry and Resources Notification Aug ’01)
- Implemented certification program for apartment buildings (The Ministry of Industry and Resources Notification Aug ’01)
- Mandated that new apartments built by public institutions obtain certification higher than level 2 (The Prime Minister Guideline, June ’08)
- Implemented the certification program for office buildings and mandate that office buildings of public institutions obtain level 1 certificate (Co-Notification of the Ministry of Knowledge Economy and the Ministry of Land, Infrastructure and Transportation, Jan ’01)
- Implemented the certification program for non-residential buildings (The Green Building Promotion Act, ’13)
Details
Definition
KEA estimates CO2 emission and energy consumption for heating, cooling and hot water supply of a buildings based on their design documents and issue certification ranging from level 7 to level 1 +++ (total 10 levels).
Applicable Entities
Existing buildings and new buildings for all purposes

The article 2 (Applicable buildings)
The building energy efficiency certification prescribed in the article 17, clause 4 of the Green Building Promotion Act (“the law” hereafter) and the article 12, clause 1 of the Enforcement Decree of the same Act apply to the below buildings;

1. Individual housings prescribed in the attached table 1, paragraph 1 of Enforcement Decree of the Building Act

2. Apartments prescribed in the attached table 1, paragraph 2, subparagraph Ga, Na and Da of the Enforcement Decree of the Building Act and dormitory buildings prescribed in the subparagraph Ra of the same paragraph.

3. Buildings with cooling or heating areas greater than 500 m2 and prescribed in the paragraph 3~13 of the annex of the Enforcement Decree of Building Act

4. Office buildings prescribed in the attached table 1, paragraph 14 of the Enforcement Decree of Building Act (“office buildings” hereafter)

5. Buildings with cooling or heating areas greater than 500 m2 and prescribed in the table 1, paragraph 15~28 of the Enforcement Decree of Building Act
