Negotiation on Energy Use Plan

Purpose

Organizations who want to conduct business or install facilities that consume more than maximum level of energy allowed have to consult the Ministry of Trade, Industry and Energy in respect to energy supply and demand and efficiency enhancement. This is to promote energy saving facilities and create a sustainable energy saving society. *KEA encourages energy-saving land development and promotes high-efficiency facilities and equipment.

    Introduced Negotiation on Energy Use Plan
    • - Governmental institutions, local governments, government invested institutions need to consult the Minister of Trade, Industry and Energy before conducting business or install facilities that consume more than minimum level of energy
  • Jan. 05 ’95
    Raised the threshold on size of subject business for the consultation
    • - Housing development: 0.3 million m2 → 0.6 million m2
    • - Industrial complex development: 0.15 million m2 → 0.3 million m2
    • - Tourism complex development: 0.3 million m2 → 0.5 million m2
  • Mar. 25 ’02
    Private sector was included as subject for consultation and the threshold was lowered for the public sector
    • - Urban development: 0.6 million m2 → 0.3 million m2
    • - Industrial complex development: 0.3million m2 → 0.15 million m2
    • - Tourism complex development: 0.5 million m2 → 0.3 million m2

    Expanded the scope of subject facilities for the consultation
    • - Public sector : Fuel 5,000 toe → 2,500 toe / electricity 20 million kWh → 10 million kWh
    • - Private sector : Fuel 10,000 toe → 5,000 toe / electricity 40 million kWh → 20 million kWh

KEA analyzes impact of the businesses and facilities that use more than maximum level of energy on energy supply and demand. Then, KEA establishes plans for supply of energy, rational use of energy and evaluation of the efficient energy use.
