Rational Energy Use in Public Institutions

Purpose

KEA aims to raise awareness on energy conservation among the public and respond to the convention on climate change by encouraging public buildings to reduce energy consumption, to increase energy efficiency and to use new and renewable energy.

History

This program is designed to implement energy consumption rationalization measures of the central and local governments pursuant to the article 8 of the Energy Use Rationalization Act

  • Dec. ’96
    Guidelines for Energy Use Rationalization of Public Buildings was established (the Prime Minister Order) and 11 amendments were made to it
  • Jul. ’11
    Regulations on Energy Use Rationalization of Public Buildings was established (The ministry of Knowledge and Economy notification 2011-154)

Definition

KEA develops obligatory requirements for energy use rationalization in public buildings and supervise the compliance pursuant to the Regulations on Energy Use Rationalization of Public Buildings.

Targets of the program
  • As prescribed in the article 2 of the Regulations Energy Use Rationalization of Public Buildings;
    • - Central administrative agencies and local government agencies

    • - Agencies prescribed in the article 4 of the Act on the Management of the Public Institutions

    • - Local public corporations prescribed in the article 49 and the article 76 of the Local Public Enterprises act

    • - National and public schools prescribed in the article 3 of the Elementary and Secondary Education Act

    • - National and public universities prescribed in the article 3 of the Higher Education Act

    • - Municipal and provincial offices of education prescribed in the Local Education Autonomy Act

    • - Hospitals prescribed in the National University Hospital Establishment Act, the National University Dental Hospital Establishment Act, the Seoul National University Hospital Establishment Act and Seoul National University Dental Hospital Establishment Act

    • - Seoul national university prescribed in Establishment and Management of National University Corporate Body Seoul National University Act
