Certification of Buildings

Purpose

KEA grades newly constructed buildings based on their new and renewable energy deployment rate and give certification. This is to promote new and renewable energy by encouraging voluntary installation of new and renewable energy facilities.

Overview
  • For buildings with the gross area over 1,000 m2, certification is issued if more than a certain amount of their total energy consumption comes from new and renewable energy sources. The building is rated based on the proportion of new and renewable energy use to the total energy consumption. This program has been implemented since April 13, 2011.
  • Total energy consumption is sum of new and renewable energy production and the Required Energy prescribed in Rules on Building Energy Efficiency Rating. (The Ministry of Land, Infrastructure and Transportation (MLIT) Notification no. 2009-1306 and MOITE notification no.2009-329)

Legal basis

The article 12-2 and 12-4 of the Act on the Promotion of the Deployment, Use and Diffusion of New and Renewable Energy (Certification Buildings Using New and Renewable Energy, Revocation of Building Certification (amended on April 12 2010) and the article 18-2 of the Enforcement Ordinance of the same Act (Buildings eligible for certification, amended on September 17 2010)

Joint ordinance of MOITE and MLIT (Rules on Certification of Buildings Using New and Renewable Energy) was promulgated on March 24, 2011 and Joint notification (Regulations on Certification of Buildings Using New and Renewable Energy) was promulgated on March 31, 2011.

Buildings eligible for certification

Newly constructed office buildings with gross area over 1,000 m2 as per the attached table no.1 of the Enforcement Ordinance of the Building Act. The the buildings obliged to install new and renewable energy facilities are excluded.

Operation of certification management system

Operate utilizing existing building energy rating and certification management system (ECO2)

Certification process
  • Applicant: Owners of buildings
  • Application method
    • Submit application using the certification management system (BPMS) of the managing agency (NREC)
    • Pay the application fee and submit requested documents to the certifying agency
      Requested documents: building design plans (construction, machinery and electric system design plans), specifications, energy-saving worksheet and new and renewable energy facility installation plans
      Evaluation is completed in 50 days from the submission of the requested documents (exception is made if there is a need for supplementary documents)
Certification process
    • Preliminary certification: Certification is issued based on renewable energy supply ratio of the building which is estimated from design plans before the construction is completed
    • Certification: Certificate is issued based on renewable energy supply ratio of the building which is calculated by reviewing final design plans and conducting site inspection. The certification is issued before the approval of construction completion.
    • Step 1: draw design plans → Step 2: request preliminary certification → step 3: Preliminary certificate issued → Step 4: Start construction → Step 5: Finalize final design plans → request certification → Step 7: Certificate issued
