GHG and Energy Target Management Scheme

Purpose

This program is KEA’s core measure to achieve the medium-term (by 2020) GHG emission goal, which is applied to large emitters of GHG.

※ Legal basis: the article 42 of the Framework Act on Low Carbon,
Green Growth (enacted in January 2010) and the article 26~32
of the same Act (amended on January 14 2010)

History

  • Jun. ’09
    Establishing the Plan to Manage Energy Demand, the Economic Emergency Measures Committee decided to implement the target management system. The system is an effective method to enforce companies to meet the challenges of high oil prices and climate change.
  • Nov. ’09
    The 6th Committee on Green Growth announced the introduction of the GHG and energy target management system and implementation of a pilot project
  • Jan. ’10
    The introduction of the GHG and energy target management system was stipulated in the Framework Act on Low Carbon, Green Growth
  • Apr. ’10
    The GHG and energy target management system was implemented by the Enforcement Ordinance of the Framework Act on Low Carbon, Green Growth
  • Mar. ’11
    The Guidelines on the implementation of the GHG and Energy Target Management System was finalized and notified
  • Nov. ’12
    The Guidelines on the implementation of the GHG and Energy Target Management System was amended and notified (notification of the Ministry of Environment)
Details
Definition

KEA designates companies with large amount of GHG emission and energy consumption as the subject of the target management. KEA imposes them with reduction targets and verify and keep track of their performance. This is to meet the national goal of reducing GHG and energy consumption by 30% from the BAU scenario by 2020.

Targets of the program

Companies and business premises whose recent 3-year average GHG emission and energy consumption exceed the threshold prescribed in the Framework Act on Low Carbon, Green Growth as of January 1 of the corresponding year.

Process

Subject entities submit statements of GHG emission and energy consumption in March and set targets for the next year after consultation with the government. Then they establish action plans in December, implement the plan in the following year and report the result to the government in March of the year 3.
